  • Conduct program and product research, seeking out innovative and best practices for employment and training programs, labor market information, organizational continuous improvement, and quality management programming.
  • Assist with the policy review process and updates of organizational policies to ensure procedural compliance in all areas of agency operations. Write policies and procedures as needed, including posting them to the intranet.
  • Provide technical assistance to operational and executive personnel in planning and assessing programs and other CareerSource Broward (CSBD) activities.
  • Assist in the investigation and resolution of customer service issues/complaints; collect data for the preparation of QA reports; analyze, trend, develop and implement corrective action strategies.
  • Prepare and disseminate a variety of monthly, quarterly, and annual reports, including program reports, surveys and quality management reports.
  • Prepare memos reflecting external monitoring results to the Board.
  • Maintain online Quality Assurance Monitoring Tools and Customer Complaint databases.
  • Access and update agency’s training portal and Master Training Calendar as needed to assist with documenting and tracking all staff training.
  • Assist Operations Department and Job Order Unit to support timely compliance with monthly supervisor quality assurance monitoring through report development and compliance tracking. This includes providing objective case samples to staff based on past monitoring trends and requirements.
  • Attend monitoring reviews with Program Managers and conduct QA/Contract Compliance reviews. Compile required reports. Disseminate information resulting from monitoring efforts.
  • Track submission and implementation of corrective action plans related to internal and external quality assistance monitoring, including conducting periodic spot checks of such needed corrective actions.
  • Identify programmatic and operational trends and recommend options for improvement.
  • Update existing publications, reports, lists, plans, guides and other documents.
  • Write plans and agendas for QA Department activities; plan conferences, trainings and coordinate/attend various community meetings.
  • Assist with the implementation and annual review of the CSBD Program Monitoring Guidelines, data collection, and quality assurance program monitoring and reporting. This includes providing objective case samples to staff based on past monitoring trends and requirements.
  • Maintain, coordinate, and update both the QA Program Monitoring Schedule and Master Monitoring Calendar (e.g., programmatic, fiscal, other external, etc.).
  • Develop and maintain in-depth knowledge of State and Federal workforce development programmatic requirements. Read and review periodic literature, such as applicable DEO guidance, etc.
  • Evaluate quality assurance tools and systems to ensure accuracy and completeness with regard to federal and state programmatic and operational requirements. Work with program staff to calibrate CSBD’s online quality assurance monitoring tools with the State’s monitoring tools.
  • Coordinates with CSBD Career Centers and ensures that the Quarterly Employment Service Complaint Log reflecting related complaints are sent to DEO timely.
  • Conducts OJT employer reviews, as needed, when requested by CSBD’s business services team.
  • Track Master Agreement compliance, using a checklist tool and spot check elements on the agreement, and notify management timely of any observed variances.
  • Prepare agendas, take and transcribe minutes, and make arrangements for the Strategic Planning Committee. Ensure follow up is done on action items associated with such committee meetings.
  • Periodically researches legislative bills affecting economic and workforce development.
  • Assists with contacting elected official offices and coordinating meetings and/or site visits at CSBD career centers.
  • Coordinate and collect data from key staff for infographs, legislative delegation member information packets, and other needed materials.
  • Work with IT Department to process customer requests to archive their Employ Florida accounts.
  • Participate in the agency’s hiring process by serving on screening and interview panels as needed.
  • Assist with processing invoices, payment requisitions and ordering supplies for the QA Department.
  • Communicate with coworkers, management, staff, clients, and the general public in a courteous and professional manner.
  • Conform with and abide by all regulations, policies, work procedures, and instructions.
  • Respond promptly when returning telephone calls and replying to correspondence, emails, and faxes.
  • May be assigned other responsibilities on a temporary or ongoing basis as necessary for the delivery of quality service within the department or CSBD as an organization.

A Bachelor’s degree in business administration, public administration, social work or a related field plus a minimum of five years relevant work experience in public or private sector is required. A minimum of two years of quality assurance and/or analytical experience preferred.

Incumbent must be experienced in and demonstrate strong oral and written communication skills. Incumbent must have prior experience achieving excellence, demonstrating continuous improvement and have quantitative data to support achievement. Must possess good presentation and public speaking skills. Strong ability and demonstrated experience in balancing multiple priorities, meeting deadlines, working independently and achieving assigned tasks are required. Must be proficient in all Microsoft Office applications and possess extensive Word and Excel skills, possess the ability to utilize state workforce development databases and possess the ability to utilize the Internet to conduct research and obtain data.
